ASTD sets competencies all HR agencies follow. These competencies cover all aspects and challenges of the HR role. These include designing learning, new hires and evaluation. The competencies are designed to ensure effective HR services. The competencies can be applied to global organizations. International organizations follow model set by US. The HR model in the US is lacking. HR practitioners are often inexperienced. Organizations do not invest in HR departments. HR departments are too small to handle requirements and poorly-timed policy changes.
