With a rise in mobile financial services popularity, regulators purport that such evaluation will be beneficial to financial institutions such as Western County Bank in understanding the risks associated with mobile banking. Mitigation processes are being considered in relation to the requirement upgrade process (Kitten, 2013). In evaluation of the article, there is explicit detail pertaining to the mitigation processes associated with the mobile banking guidelines. 

Recommendations

The article's aspects define specifically the risks associated with mobile banking and payments in regard to IT areas of banking institutions updating and upgrading their software to thwart threats as in the case of VL Bank.
